Abstract: This paper presents a case study on the use of ICT to expand the Stellenbosch University footprint, especially as regards the expansion of educational opportunities at postgraduate level. The institutional context within the African setting is taken into account, including the University’s strategic framework and technology infrastructure as well as the low Internet penetration within Africa. The current situation at the University with regards to technology enhanced learning is described, including the individual and blended use of the Interactive Telematic Education satellite-based platform and the web-based learning management system, WebCT, as well as other online support services. The main challenge remains to find the optimal blend of higher education learning experiences using a variety of technology platforms and applications. The implications for ICT enhanced postgraduate education opportunities within the African context are highlighted.
