Abstract: A questionnaire survey, observation of lesson and interview survey to for ICT expert elementary teachers revealed that they could distinguish when and where to use ICT. ICT is commonly used to train fundamental skills. They use ICT to present excellent work from some students to the other classmates. ICT use in fostering presentation skill, questioning skill, mental growth, and forming discipline of learning is rare. This means that the experts know effective situation of ICT use. While ICT is equipped in every classroom, the usage of it depends on each teacher. How to build ICT system into the environment of the classroom depends on the style of lessons, layout of classroom, etc. Rigid ICT settings by government may, therefore, disturb ICT use by teachers.
