Abstract: In this paper we present a new questionnaire system called Opeka. This is a pilot study of Opeka. In the core of Opeka is a web-based system in which logged-in users can fill out a questionnaire that consists of familiar and also a variety of new question types. For example there are multi choice questions that also include an option to add a new answer that will also be shown to users that fill out the questionnaire in the future. Opeka also evaluates individual schools on eCompetences which is a system developed by the city of Tampere for evaluating the usage and availability of learning technology. We analyze the use of ICT by Finnish teachers. We concentrate on what kind of technology (software or hardware) is an advantage or disadvantage in the adaptation of ICT in Finnish schools. Opeka has been answered by 220 teachers from 69 schools in 14 municipalities.
