Abstract: There have been many projects around the world applying information and communication technology (ICT) for educational and social developments. These are most of the time are innovative and are mostly country specific. Very few of the projects on educational developments are well researched and the implementation results are presented at the conferences and published in journals. Latchem (2006) pointed out that projects applying (ICT) to social development are rarely researched, evaluated or reported, and even when they are, the conceptualization, design, conduct and reporting of this work often lacks quality.
