Abstract: The U.S. Virgin Islands, a United States territory consisting of a group of islands in the Caribbean, is seeking to upgrade its struggling economy, as well as increase employment and educational opportunities on the islands, by becoming a technology powerhouse. Under the direction of the Virgin Islands Next Generation Network (viNGN), a four phase project has been implemented that will provide increased broadband connection to the islands, free computer centers, free educational opportunities, and access to high tech jobs. The project is well underway, and results thus far are promising.
