Abstract: This paper describes a Negotiated Just-in-Time Learning Framework for creating a fully online professional development and continuing education program. Its conception was the result of a first iteration of needs assessment, critical analysis of quality standards, and the development of a trainer of trainer course, all embedded in a theoretical backdrop. In three concentric layers of theory, design, and application, the framework not only conceptualizes the design of a professional development program, but also defines a paradigm for just-in-time education that foundationally describes the online organization at the center.
