Abstract: Creating a successful e-learning experience that provides learners with effective learning strategies embedded in a rich instructional content has always been challenging. The challenge becomes greater when this experience requires a performance-based platform for a large and diverse audience such as port security personnel. For the past three years, the author has directed the design and development of a large scale e-learning project using the latest instructional strategies and development technology to create web-based training courses for eight seaport security audiences. The curriculum consists of 28 topics and over 500 performance objectives, all of which managed by a web-based system that provides the required instructions according to the audiences specified training needs. This presentation will discuss the results of a massive needs assessment preceding the development of the curriculum and discusses its technological features and advanced design functions as well as the lessons learned from the experience.
