Abstract: Traditionally, learning programming in a traditional manner is not a trivial task and is often associated with a lot of difficulties. Moreover, there are many disadvantages in teaching and learning programming in the traditional method in classroom. Today, there are new ways to help novice in learning to program like using virtual learning environments, developing programming environments and software programs and applications. But, the pedagogy of those e-learning technologies is left behind any consideration. This paper analyzes the difficulties and pedagogical issues of learning to program upon which a pedagogical background of e-learning solution for learning programming will be determined. This pedagogical background will be used to design a virtual e-learning environment prototype for learning programming in Java. This VLE will be a confirmation of the proposed pedagogical background for qualitative and efficient solution of the problem to help novice learn to program, a pedagogical approached virtual e-learning environment.
