Abstract: This paper is a report on the web-based English learning and test system for Taiwanese elementary school EFL students, System of Intelligent Evaluation Using Tests for Teleeducation (SIETTE). The web-based English test employs IIS 5.0 as a web server and was developed for and dependent on the Internet. The contents of this test have been divided into 12 levels, from beginner to advanced. System functions have in use since 2004. There were 13,432 registers on this system; they came from all over Taiwan. They must log on to the Internet to use this system. Through the register data, a report of score and rank are recorded. A guestbook system is also provided; so learners can discuss what they need and what the best system for them. Most students found the questionnaire items difficult to answer. This study also found that to be able to login anywhere to anyplace is important to students. Elementary students pay more attentions to attractive computer screens.
