Abstract: This paper reports on the on-going study of Mid Size Enterprises (SMEs) in the Central California concerning their use of Information and Communication Technology (ICT). Data from a sample of n=161 SMEs were collected and analyzed. Specifically, this part of the study is investigating the major barriers to applications of e-learning tools and techniques as applied in the employees’ training activities. One objective was to determine if particular SME must indeed obtain a certain level of proficiency in applying ICT before it is likely to use e-learning and e-training as a vital format of its educational and training activities.
