Abstract: Although there are many websites which provide language learning, few studies have investigated what components make good e-Learning sites for language learning. The purpose of this paper is to investigate this topic; what are the essential functions for language e-Learning. In order to answer the question, we proposed eleven evaluation criterions. We then constructed a website which was supposed to meet these criterions using Moodle and Hotpotatoes. The result of the statistic analyses showed that attitude toward e-Learning functions affects frequency of use, that there is not strong relationship between proficiency and attitude, and that some kind of attitude affects the evaluation of e-Learning. It also suggests that it is essential to incorporate particular kinds of function to improve learners’ English proficiency, and that an optimal English learning website needs to have essential functions: questions integrating more than two skills of English and qualitative and quantitative assessment.
