Abstract: This paper is a report on the findings of a study conducted about students mobile phone use. I classified the developmental stages of mobile network use into four stages comparable to the stages that children undergo when learning how to ride a bicycle: “Tricycle Period”, “Training Wheel Period”, “Two-wheel Period” and the “Independent Period”. To attaching technical restriction is a duty for the mobile phone company to sell under 18 years old students. So I attention to the point whether the rule was in the home. About male, the rate of Yes/No was about half, on the other hand about female, the rate of Yes was overwhelmingly high. The reason why, Female students parents may think that she is easy to be involved in cybercrime compare with Male students. Next, I compare with dependence to mobile phone and existence of the rule in home. The student with the rule in the home when they were under 18 years old, they were not able to tend to have become mobile phone dependence. From this result, I was considered that existence of the rule in a home had an effect in mobile phone dependence.
