Share Paper: An Exploratory Study of the Chinese Provincial Government Portals Accessibility

Abstract: This study examines the accessibility of 33 Chinese provincial government portals with a combination of automated and manual testing, based on W3C (World Wide Web Consortium) WCAG 2.0 (Web Content Accessibility Guidelines 2.0) standards. The results show that 16 websites provide support for web accessibility, 2 out of the other 17 web sites pass the accessibility testing. On the whole, about 55% of Chinese provincial government portals meet the requirements of WCAG 2.0 Level A. This study also analyzes the main accessibility problems existing on the websites, and presents recommendations for improving web accessibility in China.
