Abstract: Recognizing the importance of preparing pre-service and in-service teachers to use computer-based technologies, this paper discusses a design of educational technology courses whether in teacher education programs or in professional development programs for technology use. Drawing on a learner-centered framework, this paper argues that technology courses in teacher education programs and professional development programs for technology use should be learner- centered in which student needs and experiences should be a central consideration when choosing the content of technology course and in which students are involved in the decision- making process.
