Abstract: This paper documents the initial design and development of the first year of content for the tutorial website “Ethical and Legal Studies in Education” (ELSE), focusing in particular on the overall pedagogical choices that were made in the website design. Intended to help students and practicing teachers recognize if and when ethical and legal complications arise in their daily practice, ELSE marks a departure from typical large, template-driven online instructional systems, in terms of its balance between interactivity and exposition, the “playfulness” of its animated case stories and evaluative components, and its shift in expositional mode from preposition to narrative. “Pedagogic interactivity,” as embodied in these features of ELSE, highlights the importance of pedagogy to educational technology design, and represents the curricular innovations made possible through the unification of technology and pedagogy.
