Abstract: This paper examines university and k-12 district compliance with the Web Content Accessibility Guidelines (WCAG) established by the World Wide Web Consortium (W3C) in 1999. The study examined 50 universities and 50 k-12 districts nationally which were selected at random to be subjected to compliance analysis using EvalAccess 2.0 software. Severe deficiencies in compliance were noted for all sites.
