Share Paper: A Comparative Analysis of ICT Policies and Practices in Russia and the US

Abstract: This paper presents results of a comparative study of the US and Russian educational policies and practices in the area of "Information and Communication Technologies" (ICT). Six parameters were chosen to characterize the current ICT approaches in the two countries: 1) the level of basic ICT/computer literacy; 2) the level of teachers’ ICT/computer literacy (including ICT instructional literacy); 3) the technical base of ICT Education; 4) the quality of education standards and syllabi content for ICT/CS subjects; 5) the level of students’ motivation for learning ICT/CS subjects; and 6) the level of regional, national, and international interconnectivity.
