Abstract: Twenty-first century technologies offer education professionals new possibilities for reaching out to colleagues in their own country and around the world. This article defines Horizontal Cooperation in Teacher Education (HCTE), a concept developed by the authors to guide the development of global learning communities. Also provided is a description of the Inter-American Teacher Education Network, a global learning community initiative by the Organization of American States (OAS) that uses online tools to facilitate interaction among key stakeholders in academia, Ministries of Education, the private sector, professional associations and civil society organizations.
