Abstract: Every country has identified improving education quality as one of its highest national priorities. In spite of progress in responding to the demand for increased school access, developing more effective national planning and policy mechanisms, and implementing massive training programs for teachers and administrators, dissatisfaction persists with the capability of education systems to support national economic and social aspirations. The Philippine Education System is undeniably in need of reforms that would campaign for its self improvement. Its main concern is how to bring forth quality education to the youth. With this, the iTV Video Streaming Management System for Basic Education was made into reality. This involves means to provide an efficient and cost-effective solution through wireless broadband technology. The study showed the significant difference of the proposed and the existing system with regards to degree of learning and learning retention through a series of T-tests and Wilcoxon-Mann Whitney Tests.
