Abstract: Smaller academic institutions have restrictions concerning broad and varied menus of courses and study programmes. With few students at every level the number of options for specialisation is limited. Still there are needs for diverse specialists in all regions. Collaboration and exchange of courses between institutions may be a solution, and ICT can be the tool for it.
