Abstract: This paper focuses on organizational issues using ICT in teaching and learning. It contains an analysis of groups of key actors at two Norwegian schools. Orlikowski and Gash’s theory of technological frames is used as a framework for the analysis. The groups of key actors are identified as the management, the teachers and the ICT-enthusiasts. The groups are analysed according to assumptions, expectations and competence towards the technology. We conclude that systematic and strategic approaches to implementation and use of technology contribute to congruence in technological frames.
