Abstract: The Virginia Tech Language and Culture Institute (VTLCI) is involved in capacity-building training sessions for EFL instructors and coordinators from developing countries. By supporting language learning, institutions are increasing student and faculty access to crucial resources. We developed the “Train the Trainer” model on topics of EFL curriculum, pedagogy, resources and eLearning. To evaluate the effectiveness of this model, we utilize the conceptual frameworks of the TPCK model (Mishra and Koehler, 2006) and digital equity model (Resta and Laferrière, 2008). This brief paper describes our findings and recommendations for future programs.
