Abstract: In this paper, I examined the computer environment in education in Japan. I divided computer-based education into three aspects, hardware & software, learner’s independence, and conversation with learners and reviewed the literature on these areas. Next I discussed the reasons computers are avoided in schools by focusing on the balance between hardware and software. I then examined the relationship between Internet use and learning. The results show that it is necessary to set up a well-balanced learning environment with computers while developing and distributing abundant teaching materials.
