Abstract: This paper presents the preliminary findings regarding instructional quality of teaching resources associated with a design and development study of an innovative curriculum for Chinese high school students and the accompanying professional development model for Chinese teachers. The curriculum incorporates 21st century pedagogical approaches and is designed for high school students aspiring for admission to U.S. colleges and universities. The curriculum and the professional development were designed within the context of an entrepreneurial university endeavor. These programs represent initial efforts to develop a carefully crafted curriculum for Chinese high school students to scaffold the acquisition of skills and knowledge necessary for success in American higher education. This paper outlines the challenges associated with the need for highly qualified instructors and describes alternatives necessary to deliver the curriculum with fidelity in Chinese high schools.
