Abstract: This paper is a report on the findings of a descriptive qualitative case study focused on the development of a new online Special Education endorsement for practicing teachers. It provides evidence, from a sociocultural view, that program leaders negotiate policies in different ways and their narrative, how they talked about and engaged with program development, depended on their role in the development of the online program.
