Abstract: This paper is on the role of cultural beliefs in the pedagogical design and pedagogical usability of web-based learning environments. It will build on previous studies on cross-cultural issues on human computer interaction that focus on teachers’ cultural issues, such as, writing and reading, as guidelines for technical interface designs. This paper will add to these studies by focusing on learners’ cultures in teaching and learning situations in the pedagogical design and pedagogical usability of web-based learning environments. It aims to help the teachers of pedagogical designs and web-based designers to consider learners’ cultures in the pedagogical design and pedagogical usability of web-based learning environments.
