Abstract: Public school leaders are under increasing pressures to continuously increase student achievement. Many have looked to instructional technology as a “silver bullet,” which will magically promote improvement; however, unintended consequences often result. Education leaders must carefully plan, design, and implement new application of educational technology. Many decisions have significant unintended consequences, which can have systematic impacts downstream. Evaluations can help leaders develop an understanding of both intended and unintended consequences, which are related to implemented instructional technology. This paper focuses on key issues associated with unintended outcomes which can occur. The paper will explore the implications of the above in relationship to evaluations, support for school principals, and improvement of teaching and learning.
