Abstract: In the latest version of the information technology subject curriculum standards of China, the concept of key competencies was proposed and vigorously promoted by the education sector. Cognitive diagnostic theory is increasingly popular among educators because it can analyze the cognitive structure of students. This study conducted a research on the assessment of IT key competencies based on cognitive diagnostic theory. The four major aspects of key competencies in information technology subjects are considered as four cognitive attributes.A set of cognitive diagnosis test questions was then developed and distributed to 120 senior high school students, and valid responses were analyzed by a cognitive diagnosis model. The results of the study show that the subjects have relatively high levels of information awareness and information society responsibility, while the levels of computational thinking and digital learning and innovation are low and need to be further developed in a general sense.
