Abstract: VR teaching simulations are a practical method used for teacher training. The purpose of this study was to develop realistic VR teaching simulations for pre-service teachers. We developed VR simulations by reflecting behavioral fidelity and environmental fidelity from the requirements of VR simulation. Results showed classroom problem behavior scenarios, virtual student avatars, virtual environments, and simulation interaction methods of SimTEACHER. We suggested three considerations to consider when developing VR teaching simulations: 1) step-by-step composition of the scenario based on the actual experiences of in-service teachers; 2) realistic graphics and natural motion of virtual environments and virtual avatars; 3) avatars and user's verbal interaction implementation. These factors could help researchers and developers develop VR teaching simulations that can be applied to teacher education for pre-service teachers.
