Course by Design in a TPACK Context: A Learner Centred Model for Designing Digital Instruction

Abstract: The COVID19 pandemic has created an opportunity for deep and expansive reflection on the way we learn, and a need to alter the design and structure of educational programs and courses (Baran & Al Zoubi, 2020). The digital and remote context of learning and teaching in the pandemic suggested that a Technological Pedagogical Content Knowledge (TPACK) framework (Herring, Mishra, & Koehler, 2016) would be a strong foundation for this re-design, integrating digital technologies into the content and pedagogy that was being taught. However, the dynamic nature of learning in the continually changing context of the pandemic suggests that course design is in a state of constant flux and the learner must be at the centre. The design thinking process as applied to instructional design focuses on the learner’s needs and this changing learning context (Paniagua & Istance, 2018). An integration of these two frameworks serves to address the complexity of course design or re-design, capturing the dynamic nature of teaching and learning in a changing learning context. This paper will expand on the development of this revised, integrated model and its application to course design in teacher education.
